Why is Oldham Council’s agreed £200,000 building refurbishment spend to create a digital enterprise hub now six times over budget at £1.2 million?

Update 6: Oldham Council’s published spending records for 2016 through to June 2017 show that their agreed £200,000 contribution to the refurbishment and creation of the Oldham town centre digital enterprise hub after a £281,225 spend in March, £245,593 in April, £111,956 in May and £32,410 spend in June currently stands them at £1,191,724, six times the agreed amount.

Even the Wayra North website calls it a £200,000 Oldham hub.
