Typical Oldham Council to publicise winning North West in bloom a competition they sponsor but they manage to avoid reporting or commenting on low pay in Oldham. The annual hours and earnings release in the very same week showed the eleventh consecutive year of Oldham having the lowest average pay in Greater Manchester. We were curious about how many areas actually still enter the NW in bloom competition what we found by accident was far more informative.
