Oldham council is delegating some of its planning functions to Salford Council meaning some property developments in Oldham will be having their applications decided by people and a council with no connection to Oldham which is unaccountable to the Oldham public. The Council states a shortage of staff as the problem yet they managed to find £57,000 in ten months just to market their coop message with one marketing agency which could be better spent covering sickness and maternity in the planning department.
